AARMR Congratulates Recipient of 2023 Examiner-In-Charge (EIC) of the Year Award

RESTON, VIRGINIA – On August 10, 2023, during its 33rd Annual Regulatory Conference in Baltimore, Maryland, the American Association of Residential Mortgage Regulators (AARMR) presented the 2023 Examiner-In-Charge (EIC) of the Year Award to Jenny Tipton (Washington).

During the ceremony, AARMR President Clifford Charland stated, “Jenny is a Financial Examiner with the State of Washington’s Department of Financial Institutions. She has proven to be an EIC of the highest quality. She is organized, knowledgeable, and has the type of calm demeanor important to leading a large multi-state examination. During the most recent examination that she led, the still relatively new State Examination System (SES) was being utilized. This added an extra layer of complexity to navigating the process, but many of the issues that Jenny helped to overcome were vital in informing the SES support team of ways to improve the system. Jenny was diligent in working through any issues that came up during the examination.”

Charland continued, “Additionally, Jenny openly shared the knowledge she gained from leading Multistate Mortgage Committee (MMC) exams while acting as a Single Point of Contact (SPOC). As the SPOC, Jenny provided valuable assistance and guidance to the examination team, helping to keep the examination on track and coordinate with federal counterparts. Jenny’s practical approach to handling any issues helped ensure the success of the examination. All of these qualities make her more than deserving of this recognition.”

The Conference of State Bank Supervisors (CSBS) & AARMR Nationwide Cooperative Protocol for Mortgage Supervision is designed to assist state mortgage regulators by outlining a basic framework for the coordination and supervision of Multi-State Mortgage Entities (MMEs).

The Multistate Mortgage Committee contacts participating Joint Examination State Regulators to staff Joint Examination Teams and also designates an EIC for each team. The EIC serves as the primary point of contact between the MME and the Joint Examination Team. The Joint Examination EIC and Concurrent Examination EIC(s) will exchange Non-Confidential Information during the examination process for the purpose of furthering the Coordinated Goals. The Joint Examination EICs manage the flow of information during the examinations and coordinate the work of the Examination Teams.

A number of individuals were also recognized during the awards ceremony for making significant contributions to mortgage supervision through their dedicated work in 2023 as Examiners-In-Charge or Single Points of Contact.
